There's a variety of stomp rocket launchers to be found, most unaltered models do tend to have the same base diameter - here are two bellows variations fitting “both” common variations - 38mm and 51mm (approx, for reference).
Print in TPU 95A or 98A, print in vase mode with a line width of 0.82mm (yes, that is possible with a 0,4mm nozzle), no need for extra base layers, because … there are caps to provide a comfortable “something” to press on to. There caps are printed in PLA (or whatever, no TPU here) and slip on comfortably on the respective bellows.
In case your launcher does not fit .step files are provided to adjust the connection.
