Clamp to the 3" vent with zip ties then screw it to the wall to limit airflow. Use silicone to seal it up.

Two parts are the same, just oriented 180deg apart
Clamp to the 3" vent with zip ties then screw it to the wall to limit airflow (around the vent hose / cutout). Use silicone to seal it up.
Honestly I designed this in about 15mins. It could be trimmed/slimmed down. But it does work to clamp 3" hose pipes.
