I have two loops of 4mm bungee cord attached to the cargo rack on my bike, to quickly secure a backpack for a ride without the hassle of taking out and untangling the usual hook-ended cords.
The cords are long enough for my typical load, but this makes them a little too long for an empty backpack. This tensioner takes up enough of the cord to secure an empty backpack.
