My kid wanted one of those "kid safe cardboard" chompers but I'll be damned if I'm paying $250 for one of those so I built this for about $65.
Designed for a table surface of 15.5mm thickness. (I built mine into a random side table from FB marketplace, but 5/8" plywood might be close enough*) Uses a $15 drill (locking trigger and adjustable speed control) from Hharbor Freight and a drill nibbler head from Vevor (although they all look the same). You will need some countersunk flat head screws (#8 3/4" or 1" should do) and a 1-1/2" hole saw. Hang a plastic grocery bag from the hooks to catch the waste material. Power switch is optional, but recommended.
Print at least the drill chuck bracket, nibbler head bracket and table top insert parts, the rest are not strictly required. The table top insert is needed to clear space for the waste ejection hole in the nibbler head. Drill a 1-1/2" hole in the table and press in the insert from the bottom of the table. The top of the insert should be flush with the tabletop. Make sure the flat part of the flange is oriented toward where your drill will be.
Mount the nibbler bracket so that you have some room to adjust the position of the nibbler head so that it is centered in the hole, then mount the drill brackets.

* If your tabletop is not 15.5mm, you'll can try and modify the files in Fusion 360, but I did a lousy job of referencing and things might go a little wonky. But long and short of it is, you need to make the tabletop insert (minus the flange) the same thickness as your work surface. You'll need to "shave" or add material the top surface of the nibbler and chuck brackets (and maybe the handle bracket) to move the top of the nibbler bit so it aligns with your tabletop.
