This is a rubber dust cap to hopefully protect the motor bearing from dirt. The dust cap will rotate with motor shaft.

This dust cap is printed in TPU. I also put some grease on the sliding surfaces to prevent water ingress. The cap will rotate with the motor shaft and slide on the outer bearing diameter. Some grease may reduce the friction.
Notice, once dirt or water gets behind the dust cap it will stay there.
