These are disposable mounting tab for 1.3" OLED display such as the Heltec models that can found on ebay. The are inserted between the display and the main PCB are riveted with the side of a hot solder iron. The model is customized but the default STL calls for two 3mm drills on the main PCB. The mounts are eccentric to simplify the printing and this requires the PCB hole to be slightly offset from the center line of the two mounting holes of the display. The mounts are used in only two of the 4 holes of the display since the other side is secured by the header pins soldered to the main PCB.
I printed mine using black PLA on a MakerFarm's prusa I3V using 0.4mm nozzle and 0.2mm layers sliced by Cura. You may need to tweak the dimensions to match the tolerances of your printer.
