I've printed mine with Extrudr TPU 95A, 0.6 mm nozzle and 0.3 mm layer height on a Stock Ender3
54 mm fit perfectly on 54 mm dragon formula wheels. The other sizes are guessed. Maybe you'll have to tweak the Z scale a little in the slicer. If you put in the diameter and the width of your wheel, it should fit most of them.
Step files included, in case you want to change something.
Some rubber bands are needed to fit them on your wheels or some cut up bicycle tube like in my case.
