This is a place to hang your nerd-point trophies from Destiny. The model has a large Title plate with room to add your Guardian's name underneath.
Each of the Seal holders is either attached to the Title plate, or another holder using the duck-tail plug; or made smooth with the filler. In this way you can attach these in any grid-formation you want.
