Are you annoyed that theTaoTronics TT-DL12 desk lamp can only be rotated within a narrow angle? Just print this ring and put it on the lamp base. After that, you can rotate the lamp in any angle. No modification on the lamp required.

Any cheap material like PLA. I recommend to print it solid, with 100% infill.
