This is a 5mm spacer for Felt aerobars. The height can be increased in the slicer to make it 10, 15, 20, etc. mm tall.
I didn't realize it was low poly. If that's an issue for you, then you can upload it to Tinkercad and add bezels to smooth it out.
It would be a good idea to print these with a minimum of 5 walls or 100% infill with a sun and heat resistant filament. I printed mine with ABS.
