This is the PNV-28 night vision monocular. It is a housing for an EP-33 style night vision tube that uses a power supply from a NV-100 monocular. This housing can be helmet mounted using your choice of night vision mounting equipment. Both M42 and C-Mount lenses can be used. The review/assembly guide can be found here
