Print new wheelbarrow handles. The two current models fits a opening diameter of 25.6mm, but you can in your slicer scale in two dimensions to make it fit your requirements. The 25.6mm is a tube with a diameter of an inch plus thin paint.
REMEMBER to scale it to your need.
The model comes in two variants with or without an extra end ring at the end towards the wheelbarrow to prevent slipping of grib. Both variants come with the extension for finger grib is a bit wider in one of the models. Tell me which variant and scaling size that fits your need.

The model on the photo was printed in black TPU (shore 95A) with 4 top/bottom layers, 3 walls, 0.2mm layer height, 35% infill. I did print it slightly warmer than normal (235C) to ensure the layers was fused solidly together.
PETG or ASA may also work though the grip/handles will be slightly harder.
