It's just an atomizer stand.
The hole is slightly undersized so you can screw your atomizer in it.
The magnets aren't strong enough to hold it plus an atomizer onto a vertical surface but they are strong enough to stick the stand on any kind of ferromagnetic metal or keep them neatly stacked on top of each other.
The magnets used are 6x3mm.
press them in with a bit of superglue.
