Hydro Tower Base with smaller lip to fix non locking issue

Remix of the Bjorns amazing Hydro Tower Base. Fixed issue with the planter modules not locking into place with the original, caused by the internal lip. Lip has been slightly reduced, planter modules now all lock into place perfectly.
