I recommend printing it with the smallest nozzle you have (I used 0.4mm) with support and to make it come out as nice as possible i printed it upside down (yes with the tassel on the build-plate) as it was easier to remove the supports…

When I printed the model myself, the rod on the Wand of Dispersement was too thin and it didn't print with my 0.4mm nozzle, as a substitute I used a cut off section of a paper clip and it works fine with a bit of glue.
