This is an hinged pipe clamp. You can easily add stuff to it with a boolean. It is made for a 28mm pipe but I'm sure you can tweak the model easily.
Lock system : M6 bolt with a minimum of 16mm length. A butterfly nut seems the way if you need to open and close often.
