Model Rocket Nosecones with a loop to attach your recovery system, and a space to hold some clay ballast securely. Can easily be scaled to meet your needs.
While these can be printed with little to no infill, I recommend 10-15% to keep the center of gravity in front of the center of mass of your rocket.
The opening in the nosecone shoulder can be filled with clay to add additional ballast if needed. Prior to launching, you can test the stability of your rocket by tying string around the center of gravity (balance point), and swinging it around your head. If the nose does not point in the direction of travel, tumbles, or tips upward too much, add more weight to the back of the nosecone until it flies straight.
