This is a storage for d-type ceramic fuses. This is the older style of ceramic fuses.
It stores 15 fuses in 3 rows of 5 each.
Someone suggested that the slot is a nice feature that allows you to see the colour of the fuse (i.e red = 10A, grey = 16A, etc.) if the fuse is dropped in back side out but if you have them the other way it makes it somewhat easier to grab a fuse.
On the front of the dispenser there is a cheat text on the color codes.
