This steering wheel should fit most strollers. Mine had front guard of around 30mm but you can use different length screws for different sizes. You need to print 2 steering wheel pieces and glue them together using guide pins. The holes are 4,4mm so use your slicer primitives to make a 4-4,2mm cylinders depending on your tolerances. The length should be 10mm. The steering wheel halves are identical but not symmetrical so make note of that. The alignment of the holes should make it obvious which way you connect the pieces. You might want to use adaptive layers and even sand down the wheel to make it smooth.
Glue the two halves of the mount together using similar pins as the steering wheel. Insert 4mm heat inserts into to the clamps and in the middle. Use 4mm hex head capscrews to secure the mount in place. I used 30mm but the length depends on your stroller. Secure the steering wheel in place with the cap and a single 4x12mm screw.
The steering wheel should spin quite easily if you cleaned the inner surfaces but you can of course add some lubrication too.
