Only minor fixes were made using Blender’s Sculpt mode. Added two versions: with a hat and without.
The print was tested on a P1S. If you feel that the tilt angle is too steep, you can try printing it without rotating the model, although this will generate many more supports on the lower area of the head (the chin). By rotating it, only the back of the head becomes more exposed when removing supports, and overall it is less noticeable and easier to work with during post-processing.
The total height of the model is 10 cm - 12cm
P.S. If you print Luffy with the hat, make sure to place it on the right side before applying glue, or the model will be unbalanced.
