First go here and print the Extendable Protest Sign Handle (I am not duplicating their work here), then print the crossbars that fit your needs.
Sign top no prop: fits on the top of the rod. It has some holes for a zip tie but it's a pretty snug fit, you probably won't need it.
OR
Sign top room for prop: If you have a prop, like this prop Flock camera, then you'll want the top bar a little lower and snugs up. No need for zip ties.
THEN
Print the sign bottom, this is loose so it can fit anywhere and keeps the bottom of the sign flat.
