It's a holder for oculars for the Amscope SE 400 soldering microscope. It attaches directly to the microscope and holds the (for me, rarely used) 20X oculars in place so I don't lose them (the 10X ones should also work). The holder attaches to the metal rod at the rear of the microscope.
Update: I've added a cover to protect the oculars from dust.
