I was trying to figure out how to mount a roll of shop towels on my Harbor Freight cart, only to realize that they already included one.
To do this, you will have to drill 2 holes. 1 for the nut and bolt to mount the cap, and another to be able to easily remove the handle. I drilled a 1/4" hole for the bolt, and a 1/2" hole for the handle and ground out the handle's hole with a round file. DO THIS IN A VISE. You want a slightly tight fit. You don't want the handle to just slide out, but you do want to be able to push it through the hole without much fuss.
