Thanks to DampSquid for giving me a good start on this project. I re-scaled the design, filled in the anchor and added a hole for an eyebolt. My post caps we're getting destroyed by the sun, so I needed to replace them anyhow. Also, birds have been perching on the fence and making a crappy mess on the deck, so I hope to dissuade them with some fishing line strung across the top of the fence. See photos.
These caps fit 2" fence posts by a company called US Door and Fence.
I included a cap without a hole for anyone who needs that.
Notes:
PLA does poorly in the sun. I'd try ASA for better results.
