It's just the mount for Mike81622's Mud Flaps, but angled backwards by 5°, I've included the fusion archive file, in there you'll find a parameter to change the angle.
I've had a bit of an issue that the Mud Flaps were angled slightly towards the wheels, and they rarely got sucked in to the wheel. This angled mount fixes that and makes it look a bit cooler in my opinion ;)
