For this design I was inspired by this https://www.printables.com/model/293627-turbo-trainer-wheel-riser
However it wasn't the size I wanted, so ended up designing my own. The default design is a 50mm rise block for a 700 x 28mm wheel. The Fusion .f3d file is attached and for those not used to using parameter values, simply click on 'MODIFY' and then select 'fx Change Parameters' and adjust values to your liking. Depending on what you modify, you may need to adjust the dimensions in the sketch for the 'Material Saving Holes'
I printed with Overture PLA professional just because I have loads but could be any material you like.
I used 4 walls with top and bottom 5 layers, 15% infill I think sufficient.
