This is an attachment for a shower rail, for attaching things like soap dishes, it was designed to fit a shower rail with a of 22mm, and to be compatible with the shower dish provided with the shower rail (see the original dish and attachment below).
To install pull the attachment apart until it will slip over the shower rail, then attach your dish.
