The inside is a standard schrader valve cap with 0.305-32 threads (8V1 tap). The outer cover is connected via a small amount of material. This lets you screw the cap onto the target tire and then continue tightening to sever the connection. The outer cap spins preventing removal. A kind of Denver Boot for valve stems.
