Print the numbers upright and without support (I've added custom supports for the part that attaches to the hooks, which are easy to break off). If bed adhesion is a problem, try adding a brim.
The edges and numbers are easy to paint by by holding them by the loop and pushing the front down into a layer of paint spread on a semi soft surface (smooth foam for example).
Mount the hooks by punching or cutting small holes/slits in ~5 mm thick felt fabric and poke the hooks through. Gluing or taping them in place from the back is optional, but helpful.
