Looking at the file and the comments, I realized the file was made with multiple adjacent parts. This is what caused the top layers to look weird.
I made the actual color part thinner and the rest solid. This makes for a much cleaner print.
I also painted the black gap in between the eyes as well as made the edges and top layer black.
