TMAE: Crisis Mode Expansion

Remixes the base organizer to fit the Crisis Mode expansion. This will not fit any of the other expansions. It adds slots for the new ocean tiles and detriment tokens. The forest VPs are split to fit the VP tokens and the Crisis tokens.
