Would print this as I did, with 100% infill on the base layers to give it some heft. You can add a height range modifier to the slice at 12.7mm to encompass the entire base and add an infill modifier at 100% to achieve that.
This model contains multiple STL files. At minimum, you should print the cactus sliced-top and cactus pot models. I also recommend printing the sliced-top model with fuzzy skin! It adds a nice aesthetic.
