This is a simple template that can be used for making rosettes out of ribbons or fabric. Depending on how smooth your printer's are you might get snags on lighter fabrics.
The print settings I use with this are
Layer height: 0.2mm
Infill: 100%
Material: PLA or PETG (or other similarly stiff material)
Print two of these and glue them together at the ring around the outer edge. Make sure there's about a 30° offset so the flaps in the middle are evenly spaced. Once the glue has set arrange the petals so they overlap in a circular manner. See the pictures above if you're not sure.
