Nothing too complicated here. It's a replacement mounting point for a car hands free microphone when the original mount is broken or missing, with the added bonus of a channel in the base for cable management and strain relief.
Print it in something that can handle the heat of being in a car (PETG good, PLA bad), ideally using a variable/adaptive layer height if your slicer supports it for a more rounded ball joint. Stick the completed unit to the glass with a high-bond double-sided tape after you've clipped the cable into its channel. You may need to modify the .step file to suit the size of the joint socket on your microphone or the cable diameter.
