Those small notches indicate the center of the holes. This makes it easy to align the center with pencil marks.
I designed this because I wanted a drill guide to accommodate all the sizes from my drill set.
I decided to print it with the labels on the print bed so not as much filament is wasted on the prime tower. But this causes the holes on the labeled side to be slightly too small (elephant foot compensation).
So just make sure to first “drill” out the hole from the bottom side.
