Did not find a paper towel holder like this but one and that was to flimsy for me. So I made something myself :)

For it to be really strong I used some modifiers to change the infill and use at least 3 perimeters.
If you are Printing it in PLA I suggest to add a cylinder of the height of your first layer at the end. Otherwise it will absolutely warp! :D
You can check it out in the files.
I added some holes to easily attach it. In my case one screw was good enough but you can use two.
