Allows you to latch/unlatch your SKS rack or accessory with a simple flat-bladed screwdriver. Engages the cam mechanism in the back of the SKS recess to do that.
Removable from the SKS recess with some sort of hooked device like a lock pick. Snaps into the SKS recess and shouldn't fall out while driving. You need to place the locking cam in the “middle” location to insert this or remove it. It has the little nub to keep it from falling out, and that only slides in when its lined up like that!
