Small shield covers holes up to approximately 15mm. Attached to wall with 3 3mm screws. Example in the photo was printed with Prusament Galaxy Black PLA but if your outdoor environment is harsh, you may opt for PETG instead. (horizontal dimension of whole shield as shown is approx 42mm)
Blend file is provided as well, with the screw holes as a boolean modifier so you can easily scale the model while keeping the screw holes at the same size.
