I used 50cm toy hoops, bought them here: https://www.bol.com/be/nl/p/md-sport-hoepelset-van-6-hoepels-diameter-50cm-turnhoepels-schoolplein-hoepels/9300000031808269/
~5 euro per hoop. They also have them in 37 and 60cm. Im not entirely sure my model will work with those, but I do think so. If you try it, let me know.
I also made a clamp to connect multiple hoops for a ladder. You will probably need to hang it though, standing up its not very stable.
I finished them off some 2m long fairy lights on amazon. Those cost like 1 euro each. You can also use EL wire, I used this:

3m lets you wrap around them twice, you can use the EL wire clamps to hold them in place.
