This is TimLParis' Ultimate Bag Clip (https://www.thingiverse.com/thing:1394257), with tosjduenfs' Flying Spaghetti Monster (https://www.thingiverse.com/thing:576713) design imprinted on the face. The spring file is unmodified from the original, but included here for completeness. All credit to the original sources, I just stuck 'em together.

Resolution: 0.2mm high by 0.3 mm wide
Infill: 15% for body, 50% for springs.
Notes:
Print two clips and two springs. Put the two clip halves together so their hinges mesh, and then press a spring onto each side until it clicks into the little indentation.
I printed the clip body in PLA, and the springs in ABS, which makes them a little more durable in use. They will eventually crack and break, however. Maybe nylon would be better?
