This is a cover for an inspection flap which hides the water cutoff valves. It also operates the door lock.
I have to open it every week for closing/opening the valves, so instead of removing a rubber cover and use a tool, now it is 2 in 1.
As you can see in the attached graphic of the measurements, it is designed for a 19 mm hole. The square bolt has 8 mm side lenght, the steel door has a thickness of 2 mm.
Opening and closing the lock leaves marks on the door, so I hope this can be avoided once the wall has been repainted.
